Is the movement outside the individual municipality prohibited altogether or are there some exceptions?

Movement within the municipality of permanent or temporary residence is prohibited, unless in cases expressly stated by the decree (going to stores, toiletries and beauty retailers, gas station, post office, etc.). If such services are not available in the municipality of permanent or temporary residence, individuals can go to another municipality, but only to the nearest service available.
